Dept of Defense PRMRP

Dept of DefenseCure HHT has identified five (5) different funding opportunities through the Peer Reviewed Medical Research Program (PRMRP) for researchers in the HHT community. Below you will find a synopsis of information from the program announcements as well as links to each of the five programs.

Excerpts from the Program Announcement for the Department of Defense, Defense Health Program, Congressionally Directed Medical Research Programs (CDMRP) issued April 2015

PRMRP was initiated in fiscal year 1999 to provide support for military health-related research of exceptional scientific merit. The fiscal year 2015 (FY15) appropriation for PRMRP is $247.5 million. APPLICATIONS ARE NOW BEING SOLICITED for the Fiscal Year 2015 (FY15) PRMRP for the Defense Health Agency, Research, Development and Acquisition (DHA RDA) Directorate, by the U.S. Army Medical Research Acquisition Activity (USAMRAA).

The vision of the FY15 PRMRP is to improve the health and well-being of all military service members, veterans, and beneficiaries. The PRMRP challenges the scientific and clinical communities to address at least one of the FY15 Topic Areas with original ideas that foster new directions along the entire spectrum of research and clinical care. The program seeks application in laboratory, clinical, behavioral, epidemiologic, and other areas of research to advance knowledge in disease etiology, improve prevention, detection, diagnosis, treatment, and quality of life for those affected by a relevant disease or condition, and to develop and validate clinical care or public health guidelines.

All applications for PRMRP funding must specifically address at least one of the Topic Areas as directed by Congress, and must be directly relevant to the healthcare needs of military service member, veterans, and/or beneficiaries. A complete list of topic areas is available in the specific program award links detailed below, but here are just a few:

  • Cardiovascular Health
  • Congenital Heart Disease
  • Integrative Medicine
  • Osteoarthritis
  • Pulmonary Fibrosis
  • Respiratory Health
  • Sleep Disorders
  • Vascular Malformations (includes HHT)
  • Women's Heart Disease

Principal Investigators are strongly encouraged to collaborate, integrate, and/or align their research projects with Department of Defense (DoD) or VA research laboratories and programs. A list of websites is provided in the specific program award links below which may be useful in identifying additional information about ongoing DoD and VA areas of research interest or potential opportunities for collaboration within the FY15 PRMRP topic areas.

Submission is a two-step process requiring (1) pre-application submission through the electronic Biomedical Research Application Portal (eBRAP) and (2) application submission through grants.gov (reference Funding Opportunity Number to download application package and all required forms - specific program links are listed below).

Eligible investigators must apply through an organization. Organizations eligible to apply include national, international, for-profit, nonprofit, public and private organizations.

Focused Program Award

Funding Opportunity Number: W81XWH-15-PRMRP-FPA
Pre-Application Deadline:  June 18, 2015 (5:00pm eastern time)
Online Grant Information - Focused Program Award

Eligibility: The Principal Investigator must be an independent investigator at or above the level of Full Professor (or equivalent)
Funding: The maximum period of performance is 5 years; the anticipated total costs (direct plus indirect) budgeted for the entire period of performance will not exceed $10 million.

The PRMRP Focused Program Award mechanism is intended to optimize research and accelerate the solution for a critical question related to a designated FY15 PRMRP Focused Program Award Topic Area through a synergistic, multidisciplinary research program. The CDMRP expects to allot approximately $50 million of the $247.5 million FY PRMRP appropriation to fund approximately five (5) PRMRP Focused Program Award applications, depending on the quality and number of applications received.

Clinical Trial Award

Funding Opportunity Number: W81XWH-15-PRMRP-CTA
Pre-Application Deadline:  June 18, 2015 (5:00pm eastern time)
Online Grant Information - Clinical Trial Award

Eligibility: The Principal Investigator must be at or above the level of Assistant Professor (or equivalent)
Funding: The maximum period of performance is 5 years. Applications are not restricted to a predetermined cost limit; the requested budget must be justified and appropriate to the scope of the clinical trial proposed.

The PRMRP Clinical Trial Award supports the rapid implementation of clinical trials with the potential to have a significant impact on a disease or condition addressed in at least one of the Congressionally directed FY15 PRMRP Topic Areas. Clinical trials may be designed to evaluate promising new products, pharmacologic agents (drugs or biologics), devices, clinical guidance, and/or emerging approaches to technologies. Proposed projects may range from small proof-of-concept trials to demonstrate feasibility or inform the design of more advanced trials (e.e., pilot, first in human, Phase 0), through large-scale trials to determine efficacy in relevant patient populations.  The CDMRP expects to allot approximately $48 million of the $247.5 million FY PRMRP appropriation to fund approximately eight (8) PRMRP Clinical Trial Award applications, depending on the quality and number of applications received.

Investigator-Initiated Research Award

Funding Opportunity Number: W81XWH-15-PRMRP-IIRA
Pre-Application Deadline:  June 11, 2015 (5:00pm eastern time)
Online Grant Information - Investigator-Initiated Research Award

Eligibility: The Principal Investigator (PI) must be at or above the level of Assistant Professor (or equivalent); Partnering PI Option is available for any two investigators at or above the level of Assistant Professor (or equivalent), each of whom brings complimentary skills and perspectives to the research project.
Funding: The maximum period of performance is 3 years. The anticipated direct costs budgeted for the entire period of performance will not exceed $1.2 million.

The PRMRP Investigator-Initiated Research Award is intended to support studies that will make an important contribution toward research and/or patient care for a disease or condition related to at least one of the Congressionally directed FY15 PRMRP Topic Areas. The rationale for a research idea may be derived from a laboratory discovery, population-based studies, a clinicicna's first-hand knowledge of patients, or anecdotal data. Applications must include relevant data that support the rationale for the proposed study. These data may be unpublished or from the published literature.  The CDMRP expects to allot approximately $87.75 million of the $247.5 million FY PRMRP appropriation to fund approximately forty-five (45) PRMRP Investigator-Initiated Research Award applications, depending on the quality and number of applications received.

Discovery Award

Funding Opportunity Number: W81XWH-15-PRMRP-DA
Pre-Application Deadline:  June 25, 2015 (5:00pm eastern time)
Online Grant Information - Discovery Award

Eligibility: Investigators at all levels are eligible to submit applications; young/early career investigators are encouraged to apply
Funding: The maximum period of performance is 18 months. The anticipated direct costs budgeted for the entire period of performance will not exceed $200,000.

The intent of the PRMRP Discovery Award is to support innovative, untested, high-risk/potentially high-reward research that will provide new insights, paradigms, technologies, or applications. Studies supported by this award are expected to lay the groundwork for future avenues of scientific investigation. The proposed research project should include a well-formulated, testable hypothesis; it should be novel and innovative; and the inclusion of preliminary data is strongly discouraged.  The CDMRP expects to allot approximately $12.6 million of the $247.5 million FY PRMRP appropriation to fund approximately forty-two (42) PRMRP Discovery Award applications, depending on the quality and number of applications received.
